Kim wants some '"me" time but her husband seems to be clingy. She loves him dearly but would like to go shopping, out to dinner with the girls sometimes. How can Kim balance "me" time with her girls and still make her husband feels like he is important too?

My advice to Kim is to talk with her husband. Explain to him that he is important in her life but her space is just as important. Try to possibly let him know ahead of time when you going to have "me" time so maybe he can plan something as well to occupy his time. Thats my advice
I think that it is very important to find that balance to have her "me" time and to also be able to spend quality time with her husband. I agree with the above comment that she needs to communicate to her husband this, so they can together find a compromise. Its important to stay true to yourself, but you can't neglect your husband in doing that.
Kim should also maybe try to designate date nights with her husband as well, gives them both something to look forward to
Kim I'm sure you have told your husband that there are things that you do with girlfriend that husbands don't like to do. Since telling he that didn't work I would I would show him. I would take him shopping an try on 23 dress, 15 tops, 8pairs of shoes, 12pair of pants and ask him what he think over an over. Make sure you walk the whole mall and go to almost every store. the trick is DON'T BUY A THING!! Now if that does make him say PLEASE take you friends next time, you have to step it up a little take him with you to get your hair done an keep the keys with you. I'm sure 1 of the 2 should make him re-think how much time he need to spend with you.
